Rich text comments toolbar should have a few more essential buttons to encourage good writing form

In the page and description rich text editors, you have a ton of buttons, but in the comment writing toolbar you only have Bold, Italics, Underline, Strikethrough, External link, and Smiley.

It's missing a handful of key components (by default) to encourage users to write readable, well-structured comments:

• A unified linking button (but in the meantime I guess you could have both the internal and external link insertion buttons)
• The bulleted lists insertion button
• The numbered lists insertion button
• A blockquote/citation button (the main page/description editing toolbar is also missing this feature)
• A preformatted/code button (the main page/description editing toolbar is also missing this feature)

Possibly the headings buttons could be useful to have too, but you would need Tiki to handle them being at lower hierarchical levels than the main page/tracker's headings (for SEO etc.), and/or style them differently so they're not visually overwhelming...
